北 경수로 건설 핵무기 우려 키워 WP

"北, 2012년 완공목표 100MW 경수로 추진"
북한이 영변 핵시설에 건설 중인 경수로가 북한 핵프로그램을 강화하는 데 이용될 것이라는 우려를 낳고 있다고 워싱턴포스트(WP)가 20일 보도했다.
이 신문은 미국의 핵군축 싱크탱크인 과학국제안보연구소(ISIS)가 확보한 새로운 위성사진과 최근 방북한 리처드 프리처드 한미경제연구소(KEI) 소장 등의 증언을 토대로 북한이 영변에 새로운 경수로를 건설중임이 확인됐다고 전했다.
데이비드 올브라이트 ISIS 소장은 "만일 북한이 우라늄 농축 프로그램을 가동한다면 새롭게 건설중인 경수로에서 핵무기급 플루토늄을 생산해 낼 수도 있을 것"이라고 분석했다고 신문은 소개했다.
경수로는 농축우라늄을 연료로 사용하는 만큼, 우라늄 농축프로그램 활동이 전제돼야 한다는 지적이다.
앞서 올브라이트 소장은 지난 10월 보고서를 통해 "북한의 고농축우라늄(HEU) 개발이 실험실 단계를 넘어 우라늄을 농축하기 위해 시범적인 공장을 건설할 수 있는 수준까지 도달했다"는 분석을 내놓은 바 있다.
이와 관련, 최근 프리처드 소장과 함께 방북했던 지그프리드 헤커 스탠퍼드대 국제안보협력센터 소장 등은 23일(미국시각) KEI에서 방북결과 설명회를 할 예정이다.(연합)
