 아시아의 중요성,미국의 영향력 강화

        힐러리 클린턴의 열정적 외교

 
미 국무장관 힐러리 클린턴이 11월8일까지 12일간의 아시아 태평양지역 순방에 나선다.

이는 미국이 추진하는 선제적 외교정책의 일환으로 보인다.

베이징 올림픽이후 급성장하는 중국의 파워는 이제 중국을 명실상부한 G2로 미국과 겨루는 위치에 까지 급성장 하고 있다.

 
미국은 동북아를 비롯, 아시아 태평양 지역에서 중국의 팽창해 가려는 영향력을 무시 할 수는 없을 것이다.

 
국제 외교가의 시각은, 특히 중국으로서는 이번 힐러리 클린턴의 적극 외교순방을 일종의 중국 견제용으로 보는 것 같다.

 
힐러리 클린턴은 28일,하와이대 동서문화센터 초청강연에서

‘미국의 목표는 아시아 태평양 지역에서 리더십을 강화하는 것’이라고 했다. 그는 아시아 태평양 지역에서 미국의 영향력을 강화 유지하기 위해 모든 외교적 역량을 기울일 것이라고 했다.

 
이 시기는 중국이 나름대로의 외교적 성과를 내려는 (ASEAN+3)정상회의가 열리는 시각과 거의 맞물린다.

 
비슷한 시기에 오바마 미국대통령 역시 6-14일 사이에 한국의 G20 참석과 인도네시아, 일본 등을 순방한다.

 
미국은 아시아 태평양 지역에서 그동안 견지 해 오던 미국의 리더십과 영향력을 더욱 강화 할 움직임이다.


기회가 있을 때마다 오바마 미 대통령이 강조하는 인도에의 중요성과 특별한 친밀감 역시 중국의 팽창에 대한 대안의 성격이 없지 않을 것이다.

 
힐러리 클린턴장관의 미국국무부의 이와 같은 역동적, 열정적 움직임은 그동안 미국이 추구해 온 자유 민주주의적 미국의 이상과 함께하는 아시아 태평양 지역 국가들에 대한 협력과 동맹적 친근감을 더욱 강화 유지하려는 외교적 결정으로 보인다.
