 ‘북한주적’ 개념 6년 만에 부활할 듯
 李대통령, 국가원로회의서 “그간 발밑 위험 간과”

6년 전 국방백서에서 사라진 ‘북한은 한국의 주적’이란 개념이 부활할 전망이다. 이명박 대통령은 25일 청와대에서 열린 제3차 국민원로회의에서 “우리 군이 지난 10년 동안 주적 개념을 정립하지 못했다”며 “그간 발밑의 위협을 간과하고 한반도 바깥의 잠재적 위협에만 치중했다”고 말했다. 

  
이어 “저의 궁극적인 목표는 남과 북의 대결이 아니며 이 위기를 극복해 잘잘못을 밝혀 놓고 바른길로 가야 한다는 것”이라며 “북한을 무조건 두둔한다고 될 일이 아니므로 국제사회가 분명히 해야 한다”고 강조했다.
  
이 대통령은 지난 3일 전군 주요지휘관회의를 주재한 자리에서 “안보의 대상이 뚜렷하지 않도록 만든 외부 환경이 있었다”는 발언을 한 바 있지만 공식 회의석상에서 주적 개념을 직접적으로 언급한 건 이번이 처음이다. 이에 따라 정부도 주적개념을 올 연말이나 내년 초에 발간될 국방백서에 다시 명기하는 작업에 착수한 것으로 알려졌다.
  
‘북한=주적’ 개념은 북한의 이른바 ‘서울 불바다’ 발언을 계기로 1995년에 처음 군에 도입됐다. 그러다 노무현 정부 시절인 2004년에 발행된 국방백서부터 ‘주적’대신 ‘현존하는 북한의 군사적 위협’이라는 표현으로 사용해 왔다.
