核폐기 진정성 없는 김정은 친서 靑 왜 호들갑인가
김정은 북한 국무위원장이 30일 문재인 대통령에게 친서를 보내 내년에도 문 대통령과 자주 만나자는 뜻
과 함께 서울 답방 의지를 밝혔다고 한다. 김의겸 청와대 대변인은 “김 위원장이 앞으로 상황을 주시하면
서 서울 방문을 하겠다는 강한 의지를 드러냈다”고 말했다. 현안들을 협의하기 위해 친서를 주고받거나
만나는 것을 반대할 이유는 없다. 그러나 이벤트 자체가 목적으로 변질되거나, 본질을 호도할 이벤트로 악
용될 우려가 있으면 하지 않는 게 낫다.
그런데 청와대는 친서를 받은 것 자체가 기대하지도 않았던 송년 선물을 받은 것처럼 호들갑을 떨고 있다.
보기에 따라서는 감지덕지(感之德之)하는 것으로 비칠 정도다. 친서 전문을 공개하진 않았지만, 청와대가
발표한 내용을 보면 핵(核)무기 폐기를 위한 진정성을 찾아볼 수 없다. 북한은 세 차례의 정상회담에도 핵
리스트 신고조차 거부하고 있다. 문 정부를 제외한 모든 나라가 북한의 비핵화 진정성을 의심하고 있다.
실제로 이번 친서에도 북핵 폐기에 대해 일언반구도 없다. “한반도 비핵화 문제도 함께 해결해 나갈 용의
가 있다”는 게 전부다. 친서 내용을 의역해서 전달했다는 설명을 감안하더라도 이 표현은 북핵 폐기 의지
가 아니다. 한반도 비핵화를 위해 남북한이 힘을 합치자는 뉘앙스다. 사실상 ‘선(先)북핵 폐기는 없다’는
경고다. 평화를 위해 미국의 핵우산 제거부터 하자는 얘기와 마찬가지다.
이번 친서 호들갑은 지난 4월 남북 정상 핫라인 소동을 상기시킨다. 당시 금방 가동될 것처럼 발표했지만
아직 가동되지 않는 상황이다. 문 대통령은 “연말 바쁜 중에 따뜻한 편지를 보내 주어 고맙다”면서 “김 위
원장의 연내 답방 연기가 궁금했던 우리 국민에게도 반가운 소식이 됐을 것”이라고도 했다. 답방에 대해
서도 김정은은 사정을 봐서라는 토를 달았다고 한다. 언제든 자신의 마음대로 하겠다는 의미다. 이런데도
반색을 하고 나서니 청와대의 안보 의식이 걱정이다.
