북 국제해사민항기구에 ‘항행 경보’ 없는 미사일 발사
국제해사기구 등 북한에 우려 서한 검토, “올해 들어 미사일 발사계획 한 번도 통보하지 않아”

국제해사기구(IMO)와 국제민간항공기구(ICAO)가 탄도미사일 발사를 사전에 통보하지 않은 북한에 회원
국들의 안전을 우려하는 서한을 보내는 방안을 검토 중이다.
미국의 자유아시아방송(RFA)은 1일 “북한이 올해 들어 여러 차례 탄도미사일을 발사했지만, IMO와
ICAO에 미사일 발사 계획을 한 번도 통보하지 않은 것으로 확인됐다”며 이같이 보도했다.
IMO는 지난달 31일(현지시각) RFA에 보낸 이메일에서 “지난 14일 미사일 발사에 이어 30일(북한 보도
시점) 발사와 관련해서도 북한으로부터 어떠한 사전 통보도 받지 못했다”고 밝혔으며 ICAO도 “올해 북한
으로부터 미사일 발사와 관련한 아무런 사전 통보를 받지 못했다”고 전했다.
북한은 IMO에는 1986년, ICAO에는 1977년에 각각 가입한 회원국으로, 회원국들은 이 기구들에 미사일
발사를 사전 통보할 의무가 있다
미사일이나 인공위성을 발사하는 회원국들이 사전 통보를 통해 항행금지구역을 설정하도록 권고하고 있
는 IMO와 ICAO는 ‘항행 경보’ 없는 미사일 발사가 회원국들의 안전에 큰 위협이 된다며 이를 우려하는 내
용이 담긴 서한을 북한에 전달하는 것을 검토 중이라고 밝혔다.(konas)
