감사원 "업무추진비 60억 낭비"
서울시가 법적 근거가 없는 기구를 임의로 설치하고 고위직 승진 인사를 남발, 5년간 총 60억원에 이르는 업무추진비를 부당하게 사용해 온 것으로 감사원 결과 드러났다.

감사원이 6일 발표한 기관 감사 결과에 따르면, 서울시는 2013년 이후 1년 동안에만 '도로포장 개선단' '보도블록 혁신단' '국제교류 사업단' 등 지자체법 규정에 어긋나는 각종 기구를 11개나 설립했다. 또 규정에 없는 3·4급 팀장급을 신설해 개인 사무실과 여비서, 업무추진비 등을 특혜 지원했다. 이런 식으로 임용된 3·4급은 총 141명에 달했다. 일부 과장급 이상 승진 인사는 행정자치부의 승인도 받지 않은 채 이뤄졌다.

또 5급 정무수석 비서관에게 1급에 준하는 업무추진비를 제공한 것을 비롯, 지난 4년간 4·5급 직원 35명에게 업무추진비 총 35억여원을 부당 지급했다. 감사원은 올해 부당하게 편성된 업무추진비 11억여원을 전액 삭감토록 서울시에 통보했다. 이어 서울시가 그간 부당 집행한 업무추진비 총 52억원만큼을 지방교부세에서 감액하라고 정부에 요구했다.

서울시는 또 지난 2013년 행정자치부에서 '면허정지 이상에 해당하는 음주 운전으로 적발된 서울시 소속 공무원 52명의 신분을 확인해달라'는 요구를 받았지만, 자진 신고한 9명을 제외한 43명은 일부러 징계하지 않았다. 이 중 6명은 이듬해 승진까지 했다. 지난 4년간 음주 운전으로 적발된 공무원 132명 중 67명은 징계 시효가 지났다는 이유로 인사 자료 통보 조치만 했다. 서울시 김인철 대변인은 "감사 결과를 겸허히 받아들이고, 지적 사항은 개선해 나가겠다"고 했다.
