 케리 장관 북한핵실험 금지 훼손한 유일한 나라

존 케리 장관이 지난 28일 워싱턴의 민간단체인 미국평화연구소 (USIP)에서 국제 문제에 대해 연설하면서 북한의 핵 개발에 대해 비판했다.

케리 장관은 연설에서 50년 전 발효된 부분적 핵실험금지조약 (LTBT)에서 지난 1992년 조지 H.W.부시 대통령이 제안한 전면적 핵실험 유예에 이르기까지 핵무기 제거를 위한 노력에서 국제사회가 이룩한 성과를 언급하면서, 북한을 유일한 예외로 지적했다.

북한은 핵실험 금지와 관련해 국제사회가 지난 50년 동안 이룬 성과를 저버리고 있는 유일한 나라다.

 
케리 장관은 이어 미국은 북한에 국제 의무를 지키도록 요구하고 있으며, 이는 말로만 그러고 있는 게 아니라면서, 북한이 어떻게 반응할 지 볼 필요가 있다고 말했다.

 
케리 장관은 이밖에 북한을 주민의 삶은 외면한 채 대량살상무기 개발에 매달리는 불량국가로 지칭했다.

케리 장관은 주민들의 삶을 개선하기 위한 투자보다는 살상을 위한 미사일에 부족한 재원을 사용하는 불량국가를 어떻게 용서할 수 있겠느냐고 강조했다.
