 한·미·캐나다유엔서 강제북송 탈북자 보호 촉구

한국 정부가 제네바에서 열리고 있는 유엔 인권이사회에서 최근 강제송환된 탈북 청소년들에 대한 안전보장을 촉구했다. 미국 등 여러 나라들은 북한의 전반적인 인권 상황에 거듭 우려를 나타냈다.

한국 정부가 5일 열린 유엔 인권이사회에서 최근 강제송환된 탈북 청소년 문제를 제기했다.

한국 외교부의 신동익 다자외교조정관은 이날 제23차 유엔 인권이사회 회의에서 “매우 슬프고 유감스럽게도 최근 북한으로 9 명의 어린이와 청년들이 본인들의 의사에 반해 송환됐다”며 이들이 고문을 비롯한 심각한 처벌과 박해를 받을 수 있다고 우려했다.

 
신 조정관은 북한 정부가 이들의 생명과 안전을 보장하고, 독립된 주체 (independent actor)의 접근을 보장해 안전 여부를 규명하도록 허용할 것을 촉구했다.

 
또 인권최고대표를 비롯한 유엔의 여러 특별절차들이 송환된 9 명의 안전을 위해 모든 노력을 기울일 것을 당부했다.

 
캐나다의 알리슨 르클레어 크리스티 대표도 탈북 청소년 9 명의 강제송환에 강한 우려를 나타내면서, 북한이 이들의 안전을 보장할 것을 요구했다.

이에 대해 북한은 이번 강제송환이 자국민을 보호하기 위한 조치라고 주장했습니다. 제네바주재 북한대표부의 김영호 참사관이다.

김영호 참사관은 “인신매매와 유인, 납치 등 북한에 대항하는 음모로부터 자국민을 보호하는 것은 북한의 정당한 주권 행사”라고 주장했다. 그러면서 북한은 앞으로도 계속 적대세력으로부터 자국민을 보호할 것이라고 말했다.

 
한편 이날 회의에서는 유럽연합과 일본, 체코 등 여러 나라가 북한의 인권 실태에 우려를 나타냈다.

 
유럽연합 대표는 북한이 조직적이고 광범위하며 심각한 인권 위반 행위를 중단하고 유엔과 협력할 것을 촉구했다.

 
또 일본과 체코, 네덜란드는 정치범 수용소에서의 인권 유린 행위에 우려를 나타냈다.

 
이밖에 호주는 북한이 만연한 기아 문제를 해결할 것을 촉구했고, 영국과 노르웨이는 유엔 인권 조사위원회와의 협력을 북한에 요구했다.
