 사프 전 사령관 “한·일 군사정보 협정 체결 무산 한국에 큰 손실”
 “북한, 한미 양국 관계 이간질하려 할 것”

[뉴스파인더 박찬권 기자]월터 샤프 전(前) 한·미 연합사 사령관이 한·일 군사정보 협정 체결 무산에 대해 "일본보다 한국에 막대한 손실"이라고 말했다고 '미국의 소리(VOA)'지가 8일 보도했다.

 
또 사프 전 사령관은 "북한의 미사일 위협에 효과적으로 대처하지 못하게 됐다"면서 "미국·한국· 일본 정부는 확고한 정보 공유와 미사일 방어체제를 갖춰 북한의 장거리 미사일뿐 아니라, 단거리 미사일 위협에서 서울· 부산·대구 등의 도시를 지금보다 더 효과적으로 방어해야 한다"고 말했다.

 
특히 그는 "북한은 새로운 미국과 한국 정부를 시험할 것으로 확신한다"며 "미국에서도 오바마 대통령이 재집권에 성공했지만, 앞으로 몇 달간 국무·국방장관을 비롯한 많은 최고위층 인사가 교체된다. 북한은 새로 출범하는 양국 정부 간 분열 조짐은 없는지, 두 동맹국의 전력이 약화할 기미는 없는지 등을 알고 싶어 한다"고 밝혔다.

 
이어 "양국 관계를 이간질하려 할 것"이라고 덧붙였다.

 
샤프 전 사령관은 "북한이 도발하기 전부터 미국과 한국은 대북정책과 전략을 재검토해야 한다"며 "(한·미 양국은) 안정과 현상 유지만을 위한 전략이 아니라, 북한 정권을 교체하고 행동을 변화시키는 강력한 전략까지 고려해야 한다"고 충고했다.

 
샤프 전 사령관은 북한의 장거리 미사일 발사에 대해 "짚어야 할 점은 북한이 고정 발사대에서 쏘는 것도 감출 수 있다면, 이동식 발사대 이용 시엔 발사 시점을 예견하기는 더욱 어렵다는 점"이라며 "북한이 신속히 미사일을 발사할 뿐만 아니라 발사 준비가 끝날 때까지 감출 수 있게 됐다는 게 위험하다"고 말했다.

 
한편, 샤프 전 사령관은 2008년 6월부터 2011년 7월까지 주한미군 사령관을 지냈다.
