 독도는 안되고 국회의원 연금은 된다

국회, 독도관련 직접예산 모두 삭감하고 국회의원 연금법은 통과.. 국민들 비난 봇물

 올해 독도영유권 강화예산에서 독도 직접투자 예산이 모두 배제됐다. 일본과의 마찰을 우려한 것으로 보인다.

 3일 경북도에 따르면 도는 지난해 정부에 독도영유권 강화 관련 12개 사업에 980억6000만원의 예산배정을 요구했다. 그러나 최종 확정 예산은 627억원에 그쳤다. 

 나머지는 중앙부처 예산편성에서 빠졌거나 국회에서 누락됐다. 도가 요청한 독도입도지원센터 건설예산 21억원은 국토해양부 예산에서 빠졌다가 국회 상임위 예산심의에서 살아났지만 최종 예산안에서는 전액 삭감됐다. 

 독도방파제 건설 예산 40억원도 국토부에서 5억원이 반영됐고 국회 상임위에서 40억원으로 늘어났지만 최종 예산에서는 제외됐다. 

 27억원을 요청한 국립 울릉도·독도 생태체험관 예산도 제외됐다.
 
 그러나 19대 국회는 국회의원 특권을 포기하겠다고 국민앞에 공언했으면서 '국회의원 특권'과 직접적인 관련이 있는 국회의원 연금법을 통과시켰다. 국회의원 연금법은 단 하루만 국회의원직을 수행해도 65세 이후 평생 연금을 받을 수 있는 내용이 골자다.  

 국회가 통과시킨 헌정회 지원금은 128억 7600만원이다. 2012년 12월 현재 헌정회 회원수는 18대 국회의원을 포함해 1,141명이며, 이중 의원연금 수혜 대상자는 780여명에 이르는 것으로 알려졌다.

 이에 대해 여야는 현재 19대 현역 의원들부터 연금을 폐지하겠다는 것이지 전직 의원들까지 소급적용하겠다는 건 아니라고 해명한 것으로 전해져, 시민단체는 물론 각종 SNS를 비롯한 인터넷 상에서 네티즌들은 "국민을 우롱하는 행위"라며 분노를 나타내고 있다.(konas)
