종부세는 궁극적으로 폐지돼야
[뉴데일리]청와대"이번 안되면 내년해결 전망이라도 줘야"
청와대 핵심 관계자는 23일 종합부동산세 논란과 관련해 "궁극적으로 폐지돼야 한다는 데 정부 내 이견이 없다"고 말했다. 이 관계자는 이날 기자들과 만난 자리에서 "과거 보유세가 턱없이 낮고 거래세는 너무 높다는 것이 수십년 묵은 과제였지만 (이를 해결하기 위해서는) 종부세보다는 지방세로 했어야 했다"며 이같이 말했다.
종부세 경감 시기에 대해 이 관계자는 "당장 올 연말이면 또 한번 종부세를 부과하게 되는데 은퇴하거나 소득이 없는 분들에게 굉장히 부담된다"면서 "이번 종부세 부과 이전에는 해결 못해도 내년부터는 해결된다는 전망이라도 줘야 하는 게 아니냐"고 반문했다. 그는 "다만 폐지까지 가는데 어떻게 할 것인가에 대해서는 이견이 있다"고 덧붙였다.
이 관계자는 또 미국의 사례를 들며 "당초 부동산 보유세는 지방자치단체가 어느 정도의 행정 서비스를 제공할 것인지에 범위에 맞춰서 주민들과 합의해 거둔다"면서 "청소, 치안 등 지자체가 제공하는 서비스에 맞춰 돈을 나눠 걷는 것이 보유세의 기본"이라고 말했다. 그는 "지금의 종부세는 20년 전에 개포동에서 중산층이면 누구나 갖고 있던 집이 세월이 지나 값이 올랐다는 이유로 징벌적 과세를 하는 측면이 있다"며 "이것은 맞지 않고 세금은 소득에 맞춰 걷는 게 세정의 기본"이라고 지적했다.
다른 핵심 참모도 "부자 감세라는 비판이 나오고 있지만 조세정의라는 차원에서 징벌적 과세는 곤란하다"며 "헌법적 체계와도 배치된다. 과세 형평에 어긋나는 징벌적 과세는 바로 잡는 것이 마땅하다"고 말했다. 이 참모는 "새로 수입이 없이 평생 갖고 있는 자산이 집밖에 없는 사람에게 감당할 수 없는 세금을 물리는 것은 사회복지 대책 차원에서도 문제가 큰 것"이라고 설명했다.
