스위스 북한에 대한 원조 대폭 줄여
올해부터 北에 대한 경제개발원조 중단
인도적 지원 액수도 예년의 4분의 1로 줄여

요미우리 신문은 4일 “스위스가 북한에 대한 원조를 대폭 줄였다”고 보도했다.
신문에 의하면 스위스 정부는 올해부터 북한에 대한 경제지원인 개발원조를 중단하는 한편 인도적 지원 액수도 예년의 4분의 1로 줄이기로 했다.
이는 스위스 정부가 북한에 대한 지원을 계속해도 개혁과 인권 상황의 개선 전망이 전혀 없다는 의회의 비판을 수용한 결과로 해석된다.
앞서, 스위스는 1995년 북한에서 수해로 식량위기가 발생했을 때 인도적 지원을 시작했고, 1997년에는 개혁ㆍ개방을 촉진하기 위해 평양에 스위스개발 협력청(SDC)의 사무소를 두고 개발원조를 시작했다.
SDC는 그 동안 식량 증산, 육림(育林) 등의 농업지원 사업 외에 2004년에는 평양에 비즈니스 스쿨을 개설해 국영기업 간부들에게 경영관리도 교육해왔다.
스위스 정부의 과거 3년간 북한에 대한 연평균 원조 액은 약 680만 스위스 프랑(약 850억 원)이었다.
